It goes by your highest level for what squad you are in.

Rookie - Lv1-24

Warrior - Lv25-49

Sargent - Lv50-74

Commander - Lv75-99

Officer - Lv100-124

Lieutenant - Lv125-149

Captain - Lv150-174

Elite - Lv175-200

This will help put people in the same group as people close to their level but you can still do missions with anyone.
